Yes, basically it’s defaulting to allow more headroom to help not overload and clip before getting to the master channel.

This shouldn’t affect overall levels as you would likely raise the master with, at the very least, a limiter at the end of the mastering chain.

I believe Bitwig itself can handle higher levels, but many plug ins cannot, so keeping gain staging in mind is always helpful. The Tool plug in is very helping this regard if plug ins have a too hot output.
