Windows service consumes 100% CPU when .conf file provided

According to the CLI command RabbitMQ  is not running even if the runtime is.

Server logs [1], `rabbitmq-diagnostics observer` (which I have never tried on Windows but in 3.7.18 it should not require RabbitMQ to be running, just the runtime)

and the UI Observer app (again, I’m not sure how easy it might be to use on Windows) can provide more clues.

I’m Windows-illiterate but there should be an strace equivalent, too.
