What makes speakers go loud? Is sensitivity the right measure to look at? (in: Guitars)

I kind of thought that. I have two different speakers in the same cab, both have the same sensitivity. This is a permanent stereo cab with a 150 watt speaker and a 70 watt speaker, both the same ohm, connected to a stereo power amp. The 70 watt speaker is noticeably louder though. I have changed channels on the amp in case the issue was with the amp, which made no difference
It hasn’t really been an issue for me so far as I can just set the output to each speaker separately, and turn the output…
