What effects to get this washed out sound? (in: Sound Design)

It sounds like it’s emulating a low spectral resolution that you get from either extreme noise reduction or encoding at a low bit rate. LAMEvst (www.kvraudio.com/product/lamevst-by-r-tur) or the ‘telecommunications’ (and maybe ‘paint’ with certain presets) bit of Digitalis ( aberrantdsp.com/plugins/digitalis/ ) would get you close – the former being free but the latter giving more control
