Well, paper-in-oil is much better than a cheap ceramic and probably quite adequate. Just about any film cap (even PE) will be better and C0G will further wipe the floor with even vintage film types (some of those are objectively better than PE/PP though).

Realistically though, if you hear a difference between paper-in-oil and ceramics, you’ve got ears. If you hear a difference between paper-in-oil and PE, then your paper-in-oil is probably out of spec.
