You should be able to do it with delay. It’s free. Most good delays will accomplish that sound. I’ve never used the waves version but all you need is a drivable delay with modulation. I like using delays for this because of the flexibility they add and there are interesting ways to go from double tracking to weirder places by automating some parameters.
