Perhaps, it is more a case of Steinberg reading the room and recognising that the writing is on the wall for their VST3 format. Predominantly due to the existence and capability of CLAP.

This seems more like an acknowledgement by Steinberg that CLAP is the true successor and an attempt to ensure third party VST3 support will at least continue to be sustained over the coming years for their DAWs, as CLAP becomes the main standard for all (or most) other non-proprietary plugin format DAWs.
