Unable to create Pay as you go account in Azure

I am not able to create “Pay as you go”, or “Azure free account” account in Azure.

The following is the full error message:

User account ‘*****@hotmail.com’ from identity provider ‘live.com‘ does not exist in tenant ‘Microsoft Services’ and cannot access the application ‘c44b4083-3bb0-49c1-b47d-974e53cbdf3c'(Azure Portal) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.*

I don’t know how to log in the given (Azure Portal) which I accessed following some online instuction to create runtime access to Azure that would stay available for about 4 hours as it was described in the online tutorial. I don’t have any use for the Auzre Portal (‘c44b4083-3bb0-49c1-b47d-974e53cbdf3c‘). Please delete if possible if that is what is blocking me from creating an account to follow Coursera training from Microsoft.
