The clipper isn’t supposed to be used as a sound design tool, but rather as a protection against unexpected dynamic changes in output level. Its state isn’t stored with the presets, but within the project file.

You can set its default state in the preferences. Click the little cogwheel icon in the upper right corner to reach the MIDI learn and preferences sections. There you can set the defaults for the Clipper Algorithm and Threshold.
