Once you’re in your DAW you can boost anything with any kind of clean digital gain, you don’t need a preamp emulation for quiet samples, unless you want to ad some weight/saturation.
I agree with Vortifex that the main use for preamp plugins is to saturate the sound, and maybe use their Eq (if they have one) to roughly shape the sound.
In the analog realm, roughly speaking, things like instrument and microphones are usually too quiet on their own for recording systems, and that’s where preamp…
