There are no plugins in Eclipse

I installed Eclipse Java Dev and found that there are a very small number of plugins in dependencies and the plugins are very old versions, so when I add Jars, errors appear on startup that I need to use newer versions of the plugins.

I looked in the Eclipse`s Plugins folder and there were no plugins in it either. After that, I was reinstalling Eclipse, but everything remained the same. What should I do to make the IDE basic plugins appear there?

Let me explain my problem more specifically. I wanted to add org.eclipse.help.ui and org.eclipse.help.base to “Dependencies” but there are no plugins.
