Coming in as the dev of the KA-303, so the usual disclaimer applies. It’s not free, but it has a full demo and it hits exactly the two things you asked for, so I figured it was worth a mention.
Irregular lengths are built in. The pattern length is freely adjustable from 1 to 32 steps, so 3, 5, 7 or anything that drifts against the 4/4 grid is no problem, and there’s a page system to chain several step pages into longer structures.
