Scanning midi sequence (in: Bitwig)

I am looking for a method in Bitwig or VCV (or vst) where I can scan in a prerecorded midi sequence.

I want to be able to shift the domain the sequence is playing in, adjust the length etc with a midi controller. With ‘domain’ , I mean the ‘ammount’ of sequence between start and end point.

It would be perfect if I could load midi notes into the sampler device. I want to be able to perform the basic functions of the sampler on an existing midi sequence.
