I was going to say you can’t even activate Windows XP, so there is no way to setup a test machine. But apparently, Microsoft restored the activation servers in 2023, after shutting them down in 2019.
Still, I’m not going to limit myself to Visual Studio 2017 and C++17 just to support a tiny number of people on an ancient OS.
That said, I’ve already dropped Windows 7 and Windows 8 support. On the last version that supported those OSes I had 0.69% of users on Win7 and 0.03% of users on Win8.
