Since Cubase/VST3 pretty much destroys MIDI 1.0 (and we need to reconstruct it) I gave up and decided that if you are going to use Cubase, dont use MPE, but use Cubase native “Note Expressions” instead. If you use those you need to leave the chipsynth engine to “MIDI: Normal” and the ‘HD/Voice’ events should do their thing.
Also just using an ACTUAL MPE controller in Cubase pretty much forces you to convert that to interim Note expression, so eh. Its been a while since I looked at this, but in …
