Yes.
VST3 imbeds the identifying plugin and developer information, regardless of the file name or folder location. Much like mp3 tagging. It is far more robust, as you can probably imagine what kind of problems may arise from VST2’s simplistic file name approach: File name conflicts between plugins, plugins no longer loading in projects, duplicate plugins in multiple locations or with different file names, etc.

These are some of the many shortcomings of VST2 that VST3 was designed to address.

VST3 instead allows developers to decide whether or not their new versions replace old versions, or sit along side them, by whether or not the new version gets a new VST ID, or inherits the old one.
