Pixelating in RTMP to LL DASH streaming

Short description

Pixelating is occured in RTMPto LL DASH streaming if scene changes.

Environment

• Operating system and version: Ubuntu 18.04
• Java version: 11
• Ant Media Server version: 2.4.0.2
• Browser name and version: Chrome 92

Steps to reproduce

1. Create an RTMP stream
2. Enable LL DASH streaming
3. Play the video with DASH and observe if there is pixelating on scene changes

Expected behavior

Stream should be smooth on scene changes.

Actual behavior

Pixelating are observed on scene changes.
