Likely a separate layer, because it has different amp envelope than the other pads. Not that much into ambient, but this specific style sounds very carefully layered and arranged. The sound is probably very thin on it’s own.
Either simple waveforms (more or less a sine wave), or a filter with super high resonance + keytrack on the frequency. Long attack and release goes without saying.
