Note length modifier doesn't truly override original note (in: MuTools)

Yet more “unexpected behaviour” reporting
note length modifier on any “max length” setting (fix, min-max, max only) suppresses the original note off signal only if it happens before the max limit
if the original note length exceeds the max limit, the note length modifier will let “escape” the original note off signal since it has already sent its own
This is troublesome (at least for me) because this means a note on upon note off module might get triggered twice
