The default setting is “Normal”, it’s not clear why your phone would change it. However, if the user is savvy enough to go into Spotify’s settings, turn on “normalization” and adjust it manually, they can keep it at “Normal” or turn it down to “Quiet”. What I mean is that if you mix (or master) at -11 LUFS, your track will still sound quieter than the others, because Spotify will automatically lower the level to at least -14 LUFS before playing it to the listener.
