The problem is there are so many keyboard layouts. There are keyboard layouts that correspond to different languages, then ones like Dvorak. So this is not a localization issue. In windows there are localization API’s but these are keyboard agnostic. This is why my mind jumped to custom configurations first, because it avoids having to build some kind of keyboard layout DB.
