You’ve described (in great detail) a pure-additive synth, something which definitely exists.
It’s software – the only concerns are making it efficient enough to run 32 voices (definitely possible) and intuitive enough for a human to use (🤷). Personally, the interface you described sounds both awkward and not sufficiently flexible to dial in interesting sounds.
