Intel 14th/13th gen, latency/stability issues? (in: Computer Setup and S…)

I don’t remember where exactly in BIOS it is, but you can manually set turbo frequency cap for individual cores. After imposing voltage limit, I felt more relaxed and wanted to see if it is stable like this.. 2×57, 2×56, 4×55.
I tried “sync all cores” before, but my Windows install doesn’t seem to be comfortable with it. Random programs seemed to get really sluggish. HWiNFO became quite unresponsive for example.
