Imported Step File can’t create flat pattern

I got this step file from a customer and I’m trying to create a flat pattern. I’ve looked up this same issue and followed the steps provided in the other posts by making sure the sheet metal thickness matches, but still no good. 

This is the error I get: 

Could not split between bend and plate. Please check if there is a relief gap so the bend can be deformed. 

Don’t really know how to go about addressing this issue.
