I don’t think that you can. Maybe you can fake it with alternating time signatures that add up to 17 (eg one bar of 12/8 and one of 5/8).

If there is a way to use more than 16 beats, I have never seen it. I also tried using Magda, which is based on the Tracktion engine. It almost kinda seemed* to allow 17 beats, although it might have just been a bug. I was using an older version and in the latest version, 16 is the max.

* The transport showed 17 but the bars in the arrangement view were actually only 16.
