Yeah, with Gate as trigger for S&H you can “freeze” the effect of the ModWheel for a note, or any other controller that may otherwise change over time. This can be used like Random, but more controlled, e.g. to change envelope times or LFO rates for particular notes.
The most common use is probably indeed using an LFO to sample & hold random or noise though, as that is possible in many vintage synths and thus has been popular.
