No. The point of the region list is to show the regions in the group. Show all groups is a visualisation helper, not a group merger. You can still select the group in question by clicking the region in the region editor.
No bug, quite intentional. Show all groups show all _currently sound affecting_ groups (plus the one directly selected). Thus muting a group (and selecting another) will remove the muted from display.
