You seem to have misunderstood what GitHub actually is. GitHub is a code hosting platform. The code can be open source or closed source. That’s entirely up to the developer.
A public GitHub repository does not imply that the source code has to be public or that the software has to be open source. They may simply be using GitHub for releases, versioning, documentation, issue tracking, CI, downloads, etc. Or even just for internal development.
