Cannot install any version of Visual Studio

This is actually for Visual Studio. I am trying to install Visual Studio on Windows 11.

I have had Visual Studio 2022 installed but uninstalled it. Now I am not able to reinstall. In fact, I cannot install any version of Visual Studio. When I try to install from a file I downloaded, the installation does not move past the Visual Studio Installer popup. Nothing displays after the Installer popup closes. After the popup closes, nothing is located in the Microsoft Visual Studio directory.

I have tried to install versions 15, 17, 19, and 22 of Visual Studio but the same result. SQL Server 2022 is already installed.

Should I try to install from a disk? If so, how do I receive one?
