boot – PCR_UNUSABLE When installing Ubuntu 26.04 with Hardware-backed encryption

I cannot install the new Ubuntu with Hardware-backed encryption because of this error:

PCR_UNUSABLE
error with secure boot policy (PCR7) measurements: unexpected EV_EFI_BOOT_SERVICES_APPLICATION event for \EFI\BOOT\BOOTEX.EXE after already seeing a verification during the OS-present environment. This event should be for the initial boot loader.

I have reset the TPM and reset the secure boot keys, I have cleared the drive so it is completely empty.

I am using a Lenovo ThinkPad T14 Gen 1 (Intel Edition), I have disabled the Intel features like AMT.

Is there anything I can turn off to fix this issue? Anything will help.
