Bad measures | MuseScore

I have been attempting to make some changes to an arrangement and have been unable to make the changes needed because when I try to save, I get the incomplete measure warning message.
The problem occurs at measure 71. I have cleared the measures, re-entered the notes and continue to have the issue. I have restarted the computer and checked for updates and I am up to date on application changes. I have included the bad score, is there someone that can tell me if this is a problem or a program bug or is it an operator issue? I have attached the file.

I get the following message:
