Azure: Migrating VNet to different Cloud Platform

I am relatively new to the Cloud and I am asked in my Team to prepare the current VNet for migration to different Cloud Platform (internal platform). For migration it says that I need to test the connection of the VNet Application with telnet, traceroute, tnc and nslookup.
I do have subnets in that VNet which run resources/Apps like FunctionApp, Synapse, Data Factory, Load Balancer, App Gateways and all.

Does this mean that I need to test the Application Ports if they are open/reachable? What exactly does these test mean in my case. Any help will be appreciated 🙂
