Are Power BI Desktop releases in sync with Visual …

I wanted to know if the Power BI release and Visual studio( VS) release are in synce when the features are released for data model development.

Example : I have a model built Power BI desktop and model built using VS will the properties available will be same?

Is it true that Tabular editor is always in sync with Power BI releases and is preffered over VS to build data models?
