Spectral Smearing like Serum 2 Bode's Blur? (in: DSP and Plugin Devel…)

I’ll have to read through this. I was really hoping that the specific blur effect was already a known algorithm, as I don’t really trust myself to create that kind of effect with such little experience, but maybe I’ll be able to get something nice from this article.
Just found it a little weird that the only plugins I’d seen this smear control on were related to frequency shifters, thought maybe there was some correlation there.
