Multi-output Plugin (in: Tracktion)

Almost certainly not. The new Waveform 14 (PRO-only) handles multi-channel plugins only in the sense of surround sound.

If what you’re wanting to do is use a plugin like Kontakt that can have separate outputs for separate loaded instruments, you will need to use a Rack to route its outputs to different tracks so that the outputs can be handled separately in the mixer (or just on the track.)
