Pro plan customer hitting 24-hour Cloudflare 1015 ban on GraphQL API

I’m on the Pro plan running ~30 client projects. I was debugging deployments via the documented GraphQL API
(backboard.railway.com/graphql/v2) with a valid Bearer token — made roughly 270 requests over a few minutes pulling deployment logs.

Cloudflare hit me with error 1015 and a retry-after of 86400 seconds (24 hours). I’m now completely locked out of my own API. The Pro
plan documents 10,000 req/hr and 50 req/sec — I was well under both.

Can the Cloudflare rate rule be tuned so authenticated Pro customers aren’t getting 24-hour bans for normal API usage? Or at minimum,
can my IP be unblocked? This is blocking a production launch.
