As onerob says, MIDIShaper can do this if the plugin can be controlled by MIDI (though your host has to be able to route MIDI between plugins)

If you want it triggered by MIDI but directly controlling a parameter like host automation would (ie -not- MIDI control of the parameter) then you may not be in luck.
