On Win-11 here too with no presets related issues…
But I notice that your path for the Zebra3.data directory is configured differently than mine, which is in Documents, rather than Program Files: C:\Users\Eluwei\Documents\u-he\Zebra3.data
Pretty sure that the path is user configurable, and I’ve established this one in Documents many years ago, where there is a .data directory for each of the u-he virtual-instruments and a selection of the FX.
