It tends to be worse using Windows Audio in the settings – sometimes using ASIO4ALL can improve latency; and Waveform DOES include a manual “tuning” to compensate for small deviations (delays or advances tracks automatically by the specified delay).
It does this by allowing you to loop output back into input externally through the audio device; then sending a number of clicks where it measures the offset; that can then be applied when using that device. Note you may have to repeat each time …
