We deleted our SQL Database that hosts our website.
Hi Eugene,
Did you delete the logical Azure SQL Server in additional to your Azure SQL Database, or just the Azure SQL Database?
If you deleted the Azure SQL logical server then you need to create a Technical support request, Severity A (<1 hour response) and an engineer will restore it for you. You need to have at least Standard support to create Technical support request in the portal. You may use below link to upgrade to Standard:
portal.azure.com/#view/Microsoft_Azure_Support/HelpAndSupportBlade/~/supportPlans
Below describes how to create support request. On Additional details tab be sure to select Severity A.

Creating a support request in the portal can be confusing. If you have an issue add a comment below and I will help you get out of endless loop and get case submitted.
If you only deleted your Azure SQL Database, you may restore it by navigating to your Azure SQL logical server — Data management — Deleted databases and clicking Restore.
Please click Accept Answer and upvote if the above was helpful.
Thanks.
