steps to develop a python package for use with only a local conda mirror

I have pure python code I want to convert to a package that I can install using conda. It will have dependencies that I need to satisfy using only custom conda channels, and it will be uploaded to one of those internal channels. I also want to be able to test it while developing like using pip install -e. What are the steps I should take to accomplish this?

Similar questions such as this recommend using conda develop which is apparently deprecated now, and other answers reccomend things like grayskull which seem to be centered around using public repositories like pypy and not local conda channels.
