Can you also send me the config file at: Documents/SynthMaster3/Config ?

Are you running the VST2 version or VST3? Do you have both VST2 and VST3 versions in your project?
(I am asking because VST2 and VST3 versions are different DLL files and they can both write to the config file for global midi learn parameters)

As I said, I can not reproduce any issues with Global MIDI Learn. I fixed the Preset MIDI Learn issue yesterday.
