smpl MidiPitchFraction and inst FineTune (in: DSP and Plugin Devel…)

Let’s say I have a WAV file with a tone at 134.9 Hz, which corresponds to midi note 48 (C3) + 53.5 cents.
What values should I put in the ‘smpl’ and ‘inst’ chunks, so that when I play this sample (by e.g. pressing C3 on a midi keyboard), it plays at exactly C3, a frequency of 130.8 Hz?

That is, the sample would have to be played 53.5 cents lower to be perfectly in tune.
But it seems there can be two different interpretations how to store this; if the ‘smpl’ MidiPitchFraction and ‘inst’ FineTune…
