No, not a bug, I would say. Beta versions are to my knowledge not distributed by the Download Manager. Beta versions are published for testing them, so that users can report back bugs before new or changed code in it will eventually find its way into the next release version. Still, as the beta versions are in my experience stable like release versions, you can use them to get early access to bug fixes.
