How to create this tempo controlled 'staccato' effect? (in: Sound Design)

Hi – I hope I’m posting in the right forum and haven’t overlooked an existing thread on this topic.

I’m looking for some help understanding how to create a specific effect.
It’s a kind of staccato-like or pulsing synth sound where the tempo of the effect changes over time — but where you can control the tempo shift manually, for instance using the mod wheel. I have access to Omnisphere and Cubase Pro 14 (maybe the new modulators could be part of the solution?).
