Azure SQL Database export – Microsoft Q&A

We have 3TB Navision data in Azure SQL database , now we want to download the data and schema in local machine .I have tried SQL 2019 wizard to export data which is showing huge validation error on tables..Next tried SQl package which is showing SELECT and syslogin permission error ,.

Need help on the same.IF I succed to download through export data with sql package bacpac file, will it be 100% flawless copy of data and schema?
Also which permission need for export DB through sql package
