Need help trying to recreate an instrument from an OST. (in: Sound Design)

Hey, I’m knew here and had poor luck finding help on Discord (likely my fault), but could anyone here help give me advice on how to recreate this instrument? I’m still quite new to sound design, so if I sound confused about a couple things, I apologize.

I use FL Studio, and have the VSTs like Sytrus, Toxic Biohazard, etc.
