at a guess, what they’ve done is kept the existing upgrade path to CV-2 for CV-1 owners (which also does the common thing of grandfathering in CV-3 ownership after announcement date), and added a new upgrade path to CV-3 aimed at CV-2 owners, but made that visible to CV-1 owners as well.
that would be compared to the other possible way of doing it – adding two new upgrade paths, and removing the existing one.
the result is obviously clumsier for the end -user.
