centos – Installing a .rpm By Double-Clicking or Command-Line

In CentOS Stream 9 I have a .rpm file and if I double-click the file it opens a dialog that allows me to install the application without root privileges.

However, if I open a terminal and try either “dnf install file.rpm” or “rpm -i file.rpm” I am asked for root privileges and without going through sudo the installation is rejected.

How can I install a .rpm on the terminal or programatically without root privileges the same way as if I double-clicked the .rpm?

This seems inconsistent to me.

Also – does anyone know if there is an .rpm equivalent of the .deb GUI tool “gdebi-gtk”?
