In addition to @Andreas Baumgarten,

If you want to increase the Quota for your Azure SQL Database, you need to open a support Request.

Below is how the Support Request page looks like.

Select Next: Solutions >> to go to the Additional details tab.

On the Additional details tab, under Problem details, select Enter details to enter additional information.

There are SQL Database Quota Request Types. Please choose Accordingly.
